Saute the onion, red pepper and meat in olive oil for a few minutes. Add the white cabbage, tomato sauce, season with salt, a few grains of black pepper, bay leaf and about 1 liter of water. Boil them with the lid closed on low heat for about half an hour until the water is exhausted and the dish comes out in oil. Sprinkle with freshly ground black pepper and accompany it with toasted bread.
